- This project was organized into three interrelated tasks. First was an expert Needs Assessment and Requirements Analysis (NARA) conducted through interviews, site visits and workshops with County of Hawai‘i and other identified stakeholders. The formal report of that NARA, once approved by County of Hawai‘i, formed the basis for the second task, Design and Build the Agricultural Geodatabase to meet the identified client needs. Completion of that second task informed the final Task, the Design, Build, and Test of Web-Based Agricultural Planning Application using a GIS-industry standard web interface to provide the required links between the fiber-optic systems in use on the eastern side of the Island with the networks in use on the western side.
